[WPD][ThinLTO]Add cutoff option for WPD (#113383)
This option applies for _import_ WPD (i.e., when `DevirtModule` pass
de-virtualizes according to an imported summary, in ThinLTO backend
pipeline). It's meant for debugging (e.g., bisection).
