[MergeICmps] Re-commit rL324317 "Enable the MergeICmps Pass by default."
With fixes from rL324341.

[MergeICmps] Enable the MergeICmps Pass by default.
Summary: Now that PR33325 is fixed, this should always improve the generated code.
