[ValueTracking] Improve isKnownNonNaN() to recognize zero splats.
isKnownNonNaN() could not recognize a zero splat because that is a
ConstantAggregateZero which is-a ConstantData but not a ConstantDataVector.
Patch makes a ConstantAggregateZero return true.
