[AMDGPU][MachineVerifier] test failures in SIFoldOperands (#166600)
After PR:https://github.com/llvm/llvm-project/pull/151421 merged
following fails in SIFoldOperands showed up.

In Folding code, if folded operand is register ensure earlyClobber is
set.
