[flang][cuda] fix parsing of cuda_kernel (#89613)
Fix parsing of cuda_kernel: it missed a mlir::succeeded check and it was
not setting up the `types` and causing mismatch between values and types
of the grid/block (CUFKernelValues). @clementval
