[HIP] Remove workaround in __clang_hip_runtime_wrapper.h
Remove the workaround for -fopenmp in __clang_hip_runtime_wrapper.h
since it causes device functions in HIP wrapper headers disabled when
compiling HIP program with -fopenmp.
