[InstSimplify] Support ptrtoaddr in pointer subtraction fold (#162672)
Add a new m_PtrToIntOrAddr() matcher which matches both ptrtoint and
ptrtoaddr. Pointer arithmetic only works on the address bits, so
supporting ptrtoaddr is always fine here.
