Revert "[cmake] Allow std::filesystem tests in CrossWinToARMLinux.cmake"
This reverts commit 67175d8dc53b580bad439f85fda12623fa6993fa.
https://reviews.llvm.org/D78200 has been reverted, so our bot is red.
Make it green by turning off std::filesystem.
