[MC/DC] Refactor: Introduce `MCDCTypes.h` for `coverage::mcdc` (#81459)
They can be also used in `clang`.
Introduce the lightweight header instead of `CoverageMapping.h`.
This includes for now:
* `mcdc::ConditionID`
* `mcdc::Parameters`
