[NFC] [DA] Refactoring getIndexExpressionsFromGEP
Summary:
This patch moves the getIndexExpressionsFromGEP function from polly
into ScalarEvolution so that both polly and DependenceAnalysis can
use it for the purpose of subscript delinearization when the array
sizes are not parametric.
