[VP] Add vp.fcmp comparison intrinsic and docs
This patch adds the first support for vector-predicated comparison
intrinsics, starting with vp.fcmp. It uses metadata to encode its
condition code, like the llvm.experimental.constrained.fcmp intrinsic.
