[AArch64] Add a FeatureFuseCmpCSet (#153189)
This adds a new feature, FeatureFuseCmpCSet, and adds it to cpus that
according to the SWOG can fuse cmp+cset. The existing
FeatureFuseCCSelect was renamed FeatureFuseCmpCSel for consistency.
