[LV] Use SCEV::getElementCount in selectEpilogueVectorizationFactor. (#150018)
Follow-up to https://github.com/llvm/llvm-project/pull/149789 to use
getElementCount to compute the remaining iterations in
selectEpilogueVectrizationFactor.
