[AMDGPU] Rewrite GFX12 SGPR hazard handling to dedicated pass (#118750)
- Algorithm operates over whole IR to attempt to minimize waits.
- Add support for VALU->VALU SGPR hazards via VA_SDST/VA_VCC.
