[Driver][test] Specify --target= for a -gsplit-dwarf test
Otherwise, if -DLLVM_DEFAULT_TARGET_TRIPLE=riscv64-unknown-linux-gnu,
the %clang command will exit with code 1 (see https://reviews.llvm.org/D130190).
