Revert "[HIP][Clang] Remove __AMDGCN_WAVEFRONT_SIZE macros" (#158566)
Reverts llvm/llvm-project#157463
The PR breaks buildbots with old ROCm versions, so revert it and reapply
when buildbots are updated.
