[NFC][GlobPattern] Add GlobPattern::longest_substr() (#164512)
Finds longest (almost) plain substring in the pattern.
Implementation is conservative to avoid false positives.
The result is not used to optimize
`GlobPattern::match()` so it's calculated on
request.
