[DAGCombiner][PowerPC] Remove isMulhCheaperThanMulShift TLI hook, Use isOperationLegalOrCustom directly instead.
MULH is often expanded on targets.
This patch removes the isMulhCheaperThanMulShift hook and uses
isOperationLegalOrCustom instead.
