[Scalarizer] Handle scalar arguments in vector GEP
Summary:
Triggered by commit r298620: "[LV] Vectorize GEPs".
If we encounter a vector GEP with scalar arguments, we splat the scalar
into a vector of appropriate size before we scatter the argument.
