Add loc() to the dynamic registry.
Summary:
Add loc() to the dynamic registry.
Other fixes:
- Fix the polymorphic variant value to accept an exact match, even if
there are other possible conversions.
- Fix specifiesTypeLoc() to not crash on an empty
NestedNameSpecifierLoc.
