Fix fallout from splitting ldbuildid.[ch] off elf32.em.

* libcoff.h: Regenerate.
ld/
* emultempl/spuelf.em: Include safe-ctype.h, remove duplicate errno.h.
* emultempl/nds32elf.em: Include bfd_stdint.h.
* po/POTFILES.in: Regenerate.
