Set SEC_KEEP on section XXX for undefined __start_XXX/__stop_XXX

* elflink.c (_bfd_elf_gc_mark_hook): Check section XXX for
undefined __start_XXX/__stop_XXX in all input files and set
SEC_KEEP.
