Pass $PLT_CFLAGS to ld_compile
Some linker visibility tests without PIC expect PLT. This patch passes
$PLT_CFLAGS to ld_compile.
* ld-elfvsb/elfvsb.exp (visibility_run): Pass $PLT_CFLAGS to
ld_compile.
