sh-pe ld XPASSes
* testsuite/ld-scripts/fill.d: Skip sh-*-pe rather than xfail.
* testsuite/ld-scripts/fill16.d: Don't xfail sh-*-pe.
* testsuite/ld-scripts/segment-start.d: Likewise.
