Makefile.in: rework CFLAGS so that they can be set from the command

line to make.  CFLAGS -> INTERNAL_CFLAGS.  USER_CFLAGS -> CFLAGS.
Remove MINUS_G.  Default CFLAGS to -g.  Pass CFLAGS on recusions.
