Create the symbol in local scope.
* symtab.h (cu->list_in_scope <LOC_UNRESOLVED>): New comment part.
gdb/testsuite/
* gdb.dwarf2/dw2-unresolved-main.c, gdb.dwarf2/dw2-unresolved.S,
gdb.dwarf2/dw2-unresolved.exp: New.
