gold: Skip bootstrap-test/bootstrap-test-r for LTO build
Skip bootstrap-test and bootstrap-test-r for LTO build due to different
build IDs.
* Makefile.am (bootstrap-test): Skip for LTO build.
(bootstrap-test-r): Likewise.
