Also preserve the SHF_COMPRESSED bit
For objcopy and relocatable link, we should also preserve the
SHF_COMPRESSED bit if not decompress.
* elf.c (_bfd_elf_init_private_section_data): Also preserve the
SHF_COMPRESSED bit if not decompress.
