Fix build time problem with MingGW hosts, which do not have a strnlen() function.

* config.in: Regenerate.
* configure: Regenerate.
* sysdep.h (strnlen): Add prototype.
* dwarf.c (strnlen): Move prototype ...
* sysdep.h (strnlen): ... to here.
