Add "arm_any" architecture type to allow -m option to various binutils to match any ARM architecture.
PR target/20088
* cpu-arm.c (processors): Add "arm_any" type to match any ARM
architecture.
(arch_info_struct): Likewise.
(architectures): Likewise.
