This is the second part of the P3370R1 proposal just approved by the
committee in Wrocław. This adds C++ equivalents of the functions added
to C23 by WG14 N2683.
These functions are in the global namespace, but to avoid collisions
with the same functions defined by other standard library
implementations, this change defines them in namespace __gnu_cxx and
then adds them to the global namespace.

These headers make no sense for C++ programs, because they either define
different content to the corresponding <xxx.h> C header, or define
nothing at all in namespace std. They were all deprecated in C++17, so
add deprecation warnings to them, which can be disabled with
-Wno-deprecated. For C++20 and later these headers are no longer in the
standard at all, so compiling with _GLIBCXX_USE_DEPRECATED defined to 0
will give an error when they are included.
Because #warning is non-standard before C++23 we need to use pragmas to
ignore -Wc++23-extensions for the -Wsystem-headers -pedantic case.
One g++ test needs adjustment because it includes <ciso646>, but that
can be made conditional on the __cplusplus value without any reduction
in test coverage.
For the library tests, consolidate the std_c++0x_neg.cc XFAIL tests into
the macros.cc test, using dg-error with a { target c++98_only }
selector. This avoids having two separate test files, one for C++98 and
one for everything later. Also add tests for the <xxx.h> headers to
ensure that they behave as expected and don't give deprecated warnings.

I've tried to build stage3 with
-Wleading-whitespace=blanks -Wtrailing-whitespace=blank -Wno-error=leading-whitespace=blanks -Wno-error=trailing-whitespace=blank
added to STRICT_WARN and that expectably resulted in about
2744 unique trailing whitespace warnings and 124837 leading whitespace
warnings when excluding *.md files (which obviously is in big part a
generator issue). Others from that are generator related, I think those
need to be solved later.
The following patch just fixes up the easy case (trailing whitespace),
which could be easily automated:

In r15-3714-gd3a7302ec5985a I added -Wsystem-headers to the libstdc++ build
flags to help catch problems in the library. This patch takes a different
approach, of disabling the #pragma system_header unless _GLIBCXX_SYSHDR is
defined. As a result, the testsuites will treat them as non-system-headers
to get better warning coverage during regression testing of both gcc and
libstdc++, not just when building the library.
My rationale for the #ifdef instead of just removing the #pragma is the
three G++ tests that want to test libstdc++ system header behavior, so we
need a way to select it.
This doesn't affect installed libraries, as they get their
system-header status from the lookup path. But testsuite_flags
--build-includes gives -I directives rather than -isystem.
This patch doesn't change the headers in config/ because I'm not compiling
with most of them, so won't see any warnings that need fixing. Adjusting
them could happen later, or we can not bother.

Ever since the c_global and c_compatibility directories were added in
r122533, the include guards have been oddly late in the files, with no
comment about why that might be either in the commit message or the files
themselves. I don't see any justification for this; it seems like a
scripting error in creating these files based on the ones in include/c.

The use of #pragma GCC system_header in libstdc++ has led to bugs going
undetected for a while due to the silencing of compiler warnings that would
have revealed them promptly, and also interferes with warnings about
problematic template instantiations induced by user code.
But removing it, or even compiling with -Wsystem-header, is also problematic
due to warnings about deliberate uses of extensions.
So this patch adds #pragma GCC diagnostic as needed to suppress these
warnings.
The change to acinclude.m4 changes -Wabi to warn only in comparison to ABI
19, to avoid lots of warnings that we now mangle concept requirements, which
are in any case still experimental. I checked for any other changes against
ABI v15, and found only the <format> lambda mangling, which we can ignore.
This also enables -Wsystem-headers while building the library, so we see any
warnings not silenced by these #pragmas.

A proprietary embedded operating system that uses clang as its primary
compiler ships headers that require __clang__ to be defined. Defining
that macro causes libstdc++ to adopt workarounds that work for clang
but that break for GCC.
So, introduce a _GLIBCXX_CLANG macro, and a convention to test for it
rather than for __clang__, so that a GCC variant that adds -D__clang__
to satisfy system headers can also -D_GLIBCXX_CLANG=0 to avoid
workarounds that are not meant for GCC.
I've left fast_float and ryu files alone, their tests for __clang__
don't seem to be harmful for GCC, they don't include bits/c++config,
and patching such third-party files would just make trouble for
updating them without visible benefit. pstl_config.h, though also
imported, required adjustment.

Similar to the three commits r14-908, r14-909 and r14-910, the
_GLIBCXX_USE_C99_MATH_TR1 macro is misleading when it is also used for
<cmath>, not only for <tr1/cmath> headers. It is also wrong, because the
configure checks for TR1 use -std=c++98 and a target might define the
C99 features for C++11 but not for C++98.
Add separate configure checks for the <math.h> functions using
-std=c++11 for the checks. Use the new macro defined by those checks in
the C++11-specific parts of <cmath>, and in <complex>, <random> etc.
The check that defines _GLIBCXX_NO_C99_ROUNDING_FUNCS is only needed for
the C++11 <cmath> checks, so remove that from GLIBCXX_CHECK_C99_TR1 and
only do it for GLIBCXX_ENABLE_C99.

The _GLIBCXX_USE_C99_STDINT_TR1 macro (and the comments about it in
acinclude.m4 and config.h) are misleading when it is also used for
<stdint>, not only <tr1/stdint>. It is also wrong, because the
configure checks for TR1 use -std=c++98 and a target might define
uint32_t etc. for C++11 but not for C++98.
Add a separate configure check for the <stdint.h> types using -std=c++11
for the checks. Use the result of that separate check in <cstdint> and
most other places that still depend on the macro (many uses of that
macro have been removed already). The remaining uses of the STDINT_TR1
macro are really for TR1, or are in the src/c++11/compatibility-*.cc
files, where we don't want/need to change the condition they depend on
(if those symbols were only exported when <stdint.h> types were
available for -std=c++98, then that's the condition we should continue
to use for whether to export the compat symbols now).
Make similar changes for the related _GLIBCXX_USE_C99_INTTYPES_TR1 and
_GLIBCXX_USE_C99_INTTYPES_WCHAR_T_TR1 macros, adding new macros for
non-TR1 uses.

This function (and the explicit memory over version) are present in both
C++ <atomic> and C <stdatomic.h>, so should be in C++ <stdatomic.h> too.
There is a library issue incoming for this, but the resolution is
obvious.

There is code that only expects to be compiled with clang++ and uses its
<stdatomic.h>, which works because Clang supports the _Atomic specifier
in C++. The addition of <stdatomic.h> to libstdc++ broke this code, as
now it finds the C++ header instead, which is empty for any standard
mode before C++23.
This change allows that code to keep working as before, by forwarding to
clang's <stdatomic.h>.

This patch completes implementation of the C++20 proposal P0482R6 [1] by
adding declarations of std::c8rtomb() and std::mbrtoc8() in <cuchar> if
provided by the C library in <uchar.h>.
This patch addresses feedback provided in response to a previous patch
submission [2].
Autoconf changes determine if the C library declares c8rtomb and mbrtoc8
at global scope when uchar.h is included and compiled with either
-fchar8_t or -std=c++20. New _GLIBCXX_USE_UCHAR_C8RTOMB_MBRTOC8_FCHAR8_T
and _GLIBCXX_USE_UCHAR_C8RTOMB_MBRTOC8_CXX20 configuration macros
reflect the probe results. The <cuchar> header declares these functions
in the std namespace only if available and the _GLIBCXX_USE_CHAR8_T
configuration macro is defined (by default it is defined if the C++20
__cpp_char8_t feature test macro is defined)
Patches to glibc to implement c8rtomb and mbrtoc8 have been submitted [3].
New tests validate the presence of these declarations. The tests pass
trivially if the C library does not provide these functions. Otherwise
they ensure that the functions are declared when <cuchar> is included
and either -fchar8_t or -std=c++20 is enabled.

This adds the C++23 <stdatomic.h> header, as proposed by P0943R6, for
compatibility with C code.
There are still some ABI differences between atomic_xxx in C and C++
std::atomic_xxx in C++, so this only provides source compatibility, not
binary compatibility.

IS 29124 8.2 [sf.mathh] says that <math.h> should add the names of the
special functions to the global namespace. However, C++17 Annex D
[depr.c.headers] excludes those functions explicitly, so they should not
be placed in the global namespace unconditionally for C++17.
Only add them to the global namespace when IS 29124 is explicitly
requested via the __STDCPP_WANT_MATH_SPEC_FUNCS__ macro.

The implementation of midpoint used for integral types is due to Howard
Hinnant and avoids a branch for int and larger types (but not for chars
and shorts).
The midpoint and lerp functions for floating point types come straight
from the P0811R3 proposal, with no attempt at optimization.

As an extension the C++ version of <complex.h> includes the C version,
but that defines macros with non-reserved names that should not be
defined in ISO C++. Only include the C header for non-strict modes, or
for pre-C++11 (because C++98 doesn't mention <complex.h> at all).
