DWARF5 added DW_AT_export_symbols both for use on inline namespaces (where
we emit it), but also on anonymous unions/structs (and we didn't emit that
attribute there).
The following patch fixes it.

When __has_feature was introduced for GCC 14, I included the feature
cxx_constexpr_string_builtins, since of the relevant string builtins
that GCC implements, it seems to support constexpr evaluation of those
builtins.
However, as the PR shows, GCC doesn't implement the full list of
builtins in the clang documentation. After enumerating the builtins,
the clang docs [1] say:
> Support for constant expression evaluation for the above builtins can
> be detected with __has_feature(cxx_constexpr_string_builtins).
and a strict reading of this would suggest we can't really support
constexpr evaluation of a builtin if we don't implement the builtin in
the first place.
So the conservatively correct thing to do seems to be to stop
advertising the feature altogether to avoid failing to build code which
assumes the presence of this feature implies the presence of all the
builtins listed in the clang documentation.

Adds the xobj_flag member to lang_decl_fn and a corresponding member access
macro and predicate to support the addition of explicit object member
functions. Additionally, since explicit object member functions are also

Since RID_MAX soon reaches 255 and all built-in traits are used
approximately once in a C++ translation unit, this patch removes
all RID values for built-in traits and uses the identifier node to
look up the specific trait. Rather than holding traits as keywords,
we set all trait identifiers as cik_trait, which is a new
cp_identifier_kind. As cik_reserved_for_udlit was unused and
cp_identifier_kind is 3 bits, we replaced the unused field with the new
cik_trait. Also, the later patch handles a subsequent token to the
built-in identifier so that we accept the use of non-function-like
built-in trait identifiers.

Comparing the values with clang++ on godbolt and with what is actually
implemented:
void foo () { auto a = [b = 3]() { return b; }; }
both clang++ and GCC implement init captures as extension already in C++11
(and obviously not in C++98 because lambdas aren't implemented there),
unless -pedantic-errors/-Werror=pedantic, so I think we should change
the FE to match the test rather than the other way around.
Making __has_extension return __has_feature for -pedantic-errors and not
for -Werror=pedantic is just weird, but as that is what clang++ implements
and this is for compatibility with it, I can live with it (but perhaps
we should mention it in the documentation). Note, the warnings/errors
can be changed using pragmas inside of the source, so whether one can
use an extension or not depends on where in the code it is (__extension__
to the rescue if it can be specified around it).
I wonder if the has-feature.C test shouldn't be #included in other 2 tests,
one where -pedantic-errors would be in dg-options and through some macro
tell the file that __has_extension will behave like __has_feature, and
another with -Werror=pedantic to document that the option doesn't change
it.

This patch implements clang's __has_feature and __has_extension in GCC.
Currently the patch aims to implement all documented features (and some
undocumented ones) following the documentation at
https://clang.llvm.org/docs/LanguageExtensions.html with the exception
of the legacy features for C++ type traits. These are omitted, since as
the clang documentation notes, __has_builtin is the correct "modern" way
to query for these (which GCC already implements).

This tree code dates all the way back to r69130[1] which implemented
typing of non-dependent expressions. Its motivation was never clear (to
me at least) since its documentation in e.g. cp-tree.def doesn't seem
accurate anymore. build_non_dependent_expr has since gained a bunch of
edge cases about whether or how to wrap certain templated trees, making
it hard to reason about in general.
So this patch removes this tree code, and temporarily turns
build_non_dependent_expr into the identity function. The subsequent
patch will remove build_non_dependent_expr and adjust its callers
appropriately.
We now need to more thoroughly handle templated (sub)trees in a couple
of places which previously didn't need to since they didn't look through
NON_DEPENDENT_EXPR.

Implement the P1492 versions of contracts, along with extensions that
support the emulation of N4820 and other proposals. This implementation
assigns a concrete semantic (one of: ignore, assume, enforce, or
observe) to each contract attribute depending on its labels and
configuration options.

The following patch adds parsing of attributes to concept definition,
allows deprecated attribute to be specified (as CONCEPT_DECL now needs
to be checked in c-family/c-attribs.cc, I had to move its declaration
from cp/*.def to c-family/*.def) and checks TREE_DEPRECATED in
build_standard_check (not sure if that is the right spot, or whether
it shouldn't be checked also for variable and function concepts and
how to write testcase coverage for that).

Adding a new built-in trait currently involves manual boilerplate
consisting of defining an rid enumerator for the identifier as well as a
corresponding cp_trait_kind enumerator and handling them in various switch
statements, the exact set of which depends on whether the proposed trait
yields (and thus is recognized as) a type or an expression.
To streamline the process, this patch adds a central cp-trait.def file
that tabulates the essential details about each built-in trait (whether
it yields a type or an expression, its code, its spelling and its arity)
and uses this file to automate away the manual boilerplate. It also
migrates all the existing C++-specific built-in traits to use this
approach.
After this change, adding a new built-in trait just entails declaring
it in cp-trait.def and defining its behavior in finish_trait_expr/type
(and handling it in diagnose_trait_expr, if it's an expression-yielding
trait).

We already have generic support for predicate-like traits that yield a
boolean value via TRAIT_EXPR, but we lack the same support for traits
that yield a type instead of a value. Such support would streamline
implementing efficient builtins for the standard library type traits.
To that end this patch implements a generic TRAIT_TYPE type alongside
TRAIT_EXPR, and reimplements the existing UNDERLYING_TYPE builtin trait
using this new TRAIT_TYPE.

To improve compile times, the C++ library could use compiler built-ins
rather than implementing std::is_convertible (and _nothrow) as class
templates. This patch adds the built-ins. We already have
__is_constructible and __is_assignable, and the nothrow forms of those.
Microsoft (and clang, for compatibility) also provide an alias called
__is_convertible_to. I did not add it, but it would be trivial to do
so.
I noticed that our __is_assignable doesn't implement the "Access checks
are performed as if from a context unrelated to either type" requirement,
therefore std::is_assignable / __is_assignable give two different results
here:

This is not a problem if __is_assignable is not meant to be used by
