Remove V2 C++ library.
* configure.in: Remove --enable-libstdcxx_v3 support. * Makefile.in (site.exp): Always set HAVE_LIBSTDCXX_V3. * configure.in: Remove --enable-libstdcxx_v3 support. * configure: Regenerated. From-SVN: r39445
