c-common.c (finish_fname_decls): Put the DECL_STMTs inside the outermost scope.
* c-common.c (finish_fname_decls): Put the DECL_STMTs inside the
outermost scope.
* c-decl.c (c_make_fname_decl): Push the decls there, too.
