Ada: Add missing #include for MinGW
This adds a missing #include for <stdlib.h> and removes redundant ones.

* rtinit.c [__MINGW32__]: Include <stdlib.h> and not <windows.h>.
* rtfinal.c [__MINGW32__]: Do not include <windows.h>.
