libgomp: enable reverse offload for AMDGCN
libgomp/ChangeLog: * libgomp.texi (5.0 Impl. Status, gcn specifics): Update for reverse offload. * plugin/plugin-gcn.c (GOMP_OFFLOAD_get_num_devices): Accept reverse-offload requirement.
