logical_op_non_short_circuit field.
(arm_v6m_tune): New tune_params struct.

* gcc.dg/tree-ssa/ssa-dom-thread-4.c: Skip on ARM Cortex-M0.
* gcc.dg/tree-ssa/vrp47.c: Ditto.
