Move libgcc2 to toplevel libgcc
toplevel:
* Makefile.tpl (EXTRA_GCC_FLAGS): Remove LIBGCC2_CFLAGS,
LIBGCC2_DEBUG_CFLAGS, LIBGCC2_INCLUDES.
* Makefile.in: Regenerate.
