arm,testsuite: Fix vect-half-floats.c test
This patch fixes typos in effective targets which otherwise lead to
DejaGnu errors.
It also replaces dg-additional-options with dg-options to avoid
compiling with -ansi -pedantic-errors, resulting in
error: ISO C does not support the '_Float16' type [-Wpedantic]
