h8300.c (final_prescan_insn): Don't dump rtl.
* config/h8300/h8300.c (final_prescan_insn): Don't dump rtl.
* config/h8300/h8300.h (MASK_RTL_DUMP): Remove.
(TARGET_RTL_DUMP): Likewise.
(TARGET_SWITHCES): Remove -mrtl-dump.
