libgcobol: Check if the target needs libm.
Use the libtool config check and $(LIBM).
libgcobol/ChangeLog:
* Makefile.am: Use $(LIBM) to add the math lib when
it is needed.
* Makefile.in: Regenerate.
* configure: Regenerate.
* configure.ac: Check if the target wants libm.
