gccrs: Remove unnecessary SIDE_EFFECTS/READONLY macros
Closes #2357
gcc/rust/ChangeLog:
* rust-gcc.cc: remove unnecessary TREE_SIDE_EFFECTS and TREE_READONLY
macros used in arithmetic overflow checks.
