Rust: Move 'libformat_parser' build into the GCC build directory
Fixes #2883.
gcc/rust/ChangeLog:
* Make-lang.in (LIBFORMAT_PARSER): Point to the GCC build
directory.
* ($(LIBFORMAT_PARSER)): Build in the GCC build directory.
