* java/text/RuleBasedCollator.java
(RuleBasedCollator): Check rules not empty, fixed search in already
existing collation elements.
(is_special): Removed common whitespace characters.
(text_argument): Dont return on whitespaces, add characters between
two ' to string buffer.
