(avr_builtin_id): New enum
(struct avr_builtin_description): New struct
(bdesc_1arg, bdesc_2arg): New arrays describing some RTL builtins.
(TARGET_INIT_BUILTINS, TARGET_EXPAND_BUILTIN): Define.
