nvptx: Re-enable "ptxas times out" test cases
These are all quick to compile and generally PASS with:
$ ptxas --version
ptxas: NVIDIA (R) Ptx optimizing assembler

Cuda compilation tools, release 10.0, V10.0.145
Only 'gcc.c-torture/compile/limits-fndefn.c' at '-O0' still has an issue, as
indicated. Working around that with '-Wa,--no-verify', for now.
