final.c (final_scan_insn, [...]): Remove dangling "else" that causes "break" to be conditional.
* final.c (final_scan_insn, case NOTE_INSN_FUNCTION_BEG): Remove
dangling "else" that causes "break" to be conditional.
Also remove unneeded code at start.
