Update and correct documentation of -Wall and -Wrestrict.
gcc/ChangeLog:
* doc/extend.texi (-Wall): Mention -Wformat-overflow and
-Wformat-truncation. Move -Wzero-length-bounds last.
(-Wrestrict): Document positive form of option enabled by -Wall.
