Move libgcc2 to toplevel libgcc
toplevel: * Makefile.tpl (EXTRA_GCC_FLAGS): Remove LIBGCC2_CFLAGS, LIBGCC2_DEBUG_CFLAGS, LIBGCC2_INCLUDES. * Makefile.in: Regenerate. config: * mh-interix (LIBGCC2_DEBUG_CFLAGS): Remove. gcc: * Makefile.in (LIBGCC2_DEBUG_CFLAGS LIBGCC2_CFLAGS) (LIBGCC2_INCLUDES, TARGET_LIBGCC2_CFLAGS, LIB2FUNCS_EXTRA) (LIB2FUNCS_STATIC_EXTRA, LIB2FUNCS_EXCLUDE, T, T_TARGET) (INCLUDES_FOR_TARGET): Remove.
