* config/fr30/fr30.h (TARGET_SMALL_MODEL_MASK, TARGET_SMALL_MODEL)
(TARGET_DEFAULT, target_flags, TARGET_SWITCHES): Delete.
* config/fr30/fr30.opt: New file.
